Rust and corrosion develops on metal when it is exposed to oxygen and moisture.It is reasonably understood that rust is the end result when you combine iron, oxygen, and moisture; in the case of non-ferrous metals it would be corrosion. One way to prevent this chemical reaction from happening is to paint the metal; however manufacturing tooling is designed to cut metal with metal so painting is not an option. To get to the heart of the matter, one must understand there is more than one way for corrosion or rust to develop and their possible preventative actions; moisture control is only part of the solution.
